In addition to the previous comments, the top and bottom of the whole saga whichever side of the fence you happen to be on, is that the council own the ground and can and do, do exactly what they like with it (the club even have to pay extra for floodlight use for extra training sessions).
Think about it, we all know the funds have been in place for years, various plans and ammendments have been drawn up (mostly at the chairman's expense) all of these ammendments have been at the request of third parties ie, not the club. It may be a little cynical to suggest this, but if you had £125k or whatever in your bank and although it didn't belong to you, you could keep any interest accrued, just maybe it might be in your interest to keep it there as long as possible.
Just a thought, I'm sure the council always does things in the best interest of it's tax payers and would never stoop so low (particularly when the real people who make the decisions are unelected civil servants).

I always find it interesting when discussions about the relationship between club and council come to the fore. As this great web site always tells us,HTFC were founded in 1883,the team that beat us in the Vase have existed for less than 20 years. Why does this jewel in the crown of Amber Valley with its tremendous history have to pay to play on its own ground?

If the council had its way there would not be a Heanor Town football or cricket club. What price would they get for that amount of prime land? They are just biding their time.

Eastwood Town were given a lengthy lease by Broxtowe Council, which enabled them to get grants which we can't get because we don't own the ground.Has HTFC applied for a lease ? I bet they have and I bet they were turned down.Maybe the AVBC want to hold onto the land just in case the clubs do fold.

Just a quick reply to Heanor_Red's comment about Planning Permission, this was granted again in August this year and the only matter to be resolved, as I understand it, is the agreeing and signing of a new lease by those in charge at HTFC.
